I'm not sure about that, in the last Comic we learned that Kiri seems to be suffering from some form of dissociative disorder, he appears to hear voices. So I think Bakugo is either simply talking about sleeping pills, which don't need to be a bad thing to be taken every once in a while, or, more likely, medication for Kirishima's symptoms. If it's the latter, that's not 'drugs'. That Medication and taking it wouldn't make Kirishima a weaker man. But it is very clear that that is not something he is open to right now
