How would you approach this color planning? Do you start with a moody background color and then look for a color palette that contrasts with the background color?

i start usually with the skin, that's the base for the entire piece. secondary colours follow, along with the BG. i play with the BG to make sure it's the right idea of contrast/blending with the character.
