I used to work with a young woman who was the daughter of the chief of police in Davao City under Duterte, who as far as she said was made head of the national police and placed in an equivalent position to US Joint Chiefs of Staff. She said he'd sent her to the US because she didn't like having a team of body guards with her at literally all times, like it was an annoying overprotective father. I was like You do know a lot of people really want your dad dead right? You know he's like, a war criminal right???? She loved Duterte and said it was necessary. Fucked up!

Ever since W/Rumsfeld, contractors are involved with virtually everything. Since it was a specialized comms thing, it probably requires specialized equipment. A lot of the time the contractors will actually run the equipment and the military is just there to provide military to military comms and to give and receive military instruction. There could have been security contractors there, too, who can fire weapons and provide deniability if there are pr issues.
