EDIT 11/05/2021 : Added a version with the tent inrterior.

EDIT 13 /01/2021 : Added a bit more shadows to better see the heights.

EDIT 12/01/2021 : Improved version

EDIT : As it is hard to read the map , I'll try to explain what I wanted to do :

You enter the map from the bottom right side in the blood pool and then you climb the stairs to arrive to the tents.
This is a hill where the top is on the left upper side. The skull of a dragon is the entry of the underground monument where the worshippers gather to pray Tiamat. The yellow fumes comes from the inside of the monument where the worshippers burn incenses to appease or ask favors to the god. Skulls of lesser creatures are gathered before the entrance as sacrifices. The blood and entrails of these sacrifices form a pond where worshippers bath into to wash their sins before entering the monument. Thanks to the ground being consecrated by her power, the ground never soak the blood. Pilgrims come from many planes to pray at this monument, to try to free Tiamat from her prison or to gain her favors. Priests of her Church have to come here to access the most powerful ranks.

Combat Note : Because of the blood pools, entrails and bones littering the area, it is considered Difficult Terrain.

You cannot enter the monument as "it would be madness to assault this location without an army. Abishai of all colors nest in the sulfurous caves behind the skull, and scores of white abishai pour forth to counter any assault or invasion". If your party really insists on entering the cave, you can use this map : Tiamat's Cave.

they thought it would be a good idea to go invisible and pickpocket the tiamat blood and dimension door away. but arkhan can see invisibility, was communing with tiamat, and can teleport his whole crew with the hand of vecna. they also counterspelled the empyrean's planeshift. next session they will be caught in the middle of a brawl between arkhan's crew, the empyrean, and a horde of abishai

I think you were gentle with your PCs. Arkhan the Cruel could have crushed them with his army of Abishai.

I made sure to play up the infighting of the groups. The Abishai think they are better than the dragons, the dragons think they are better than the Abishai, and they both hate taking orders from an upstart pissant dragonborn with the Ego of a Titan. It hasn't become useful to the party...yet.
