This is my headcanon for why you can't sell stolen goods... :D I am too obsessed with Skyrim, but I think this comic, you don't really need to know about Skyrim to understand !

NPCs eventually forget about theft and items stop counting as stolen after a while. In exchange, if you steal too often in a region, there will be more guards around, they will start doing stop-and-searches, that sort of stuff. It makes the world feel more dynamic
