Kyoraku had one sword who's specialty was "play". When presented with the dilemma of of stopping tragedies instead of recreating them, she instead resorted to making a child who's interpretation of the word "play" could sufficiently hide the cursed sword. By all accounts, he very well could have a shikai/bankai combo that would be unparalleled if he wasn't such a chill guy.
