You probably don't remember this, but the blonde from their class (kushida) is on Ayanokoji's hit list. He said at the end of the S2 that his class wouldn't stay as class c for long, and he said that was bc he was gonna get her expelled. He gave horikita a chance, but according to her brother at the end of last episode, she's made direct contact with the current president, which is a big problem. Also, if you remember her backstory, she brought down her old class by spreading rumors, so she's probably behind what's going on now. Yamauchi's instigating is likely just coincidental.
