Wand of Winter's Chill (Patreon)

Anyone can use this wand to send rays of cold magic at their enemies.

Updated 2023-03-22: Added new feature and clarifying text. The wand casts the lowest possible version of the cantrip, but if you go with the optional attunement, it improves with your character level like a known cantrip.
