Not a cross over. Pilot for NCIS Los Angeles. They did the same thing for NCIS on JAG back in 2002 and will do the same thing again for NCIS New Orleans.

Yeah, this was a backdoor pilot for NCIS Los Angeles.

To answer one of your questions: No, Tony did not know about Ziva's injury during her undercover operation in Morocco, because Tony was agent afloat on the USS Seahawk during that time. And these two part episodes are the backdoor pilot to a spinoff, NCIS: Los Angeles. There will be more episodes in the future seasons where they will have crossovers. There are other spinoffs as well. NCIS: New Orleans (concluded in i think 8 seasons) NCIS: Hawaii (concluded in i believe 3 or 4 seasons) NCIS: Sydney (the more recent one, still ongoing) There is also one revolving around Tony and Ziva: called NCIS Tony & Ziva (i recommend watching that, only 10 episodes. I recommend watching that after like season 17 or 18 of NCIS). There is gonna be a new spinoff soon: NCIS: New York. But that is still to be released (the backdoor pilot of that is in season 23). There will be crossover episodes in the flagship show where the first episode will be on the original, and the conclusion of that episode will be on the other spinoff shows.

Also to add, i know other comments have mentioned. But NCIS: Los Angeles (especially in these episodes) its Office of Special Projects, so they specialize in undercover operations, covert ops, etc. They do regular cases as well, but majority is undercover or covert operations. And i dont want to spoil anything, but ill just say that the building they are using is NOT the same building they will use in the actual show.
