Not sure if you noticed but detective Sportelli was introduced back in Season 7 Episode 3 which was when the journalist guy was pushed off the bridge and was writing a story that was going to expose an NCIS coverup. He'll be back again in like season 15. I always enjoy this shows side characters because instead of just making new ones, they'll bring back ones we've seen before years ago.

With regards to the Abby’s family story, I do feel like it is very unfair to NEVER tell your child they are adopted, even as an adult. I have a friend from college who had a similar story and she was lied to and gaslit into thinking she was their biological child, which, once again, isn’t a problem, except your family tree of common diseases and biological issues aren’t shared. That is a HUGE problem. Basically what happened to this friend is she started looking to go away for school and needed to have an ID document of some kind, having recently turned 18, and in that process found her birth certificate which said she was born on the other side of the world. Obviously, she asked her parents and they told her that they gave birth while on a trip out of the country, but that she was theirs. Later on, her mother passed away and she needed to get an actual driver’s license or ID card before turning 21. That was when it all came out and her father let her know that she was adopted (plus a few other things about her health history that she wouldn’t share). So her only proper ID, until they filed proper paperwork, was her Russian passport with her newborn photo. That was a LONG story to tell to get into any bar so she didn’t go out much for drinks. I’m also fairly certain she has to turn down dual citizenship if she wants to work at a national agency, but other than that no life-ending consequences, just a life filled with more questions.

With Abby's situation. I agree with it not being right. But also you need to understand that no matter what, a persons medical file is strictly confidential. And during that time when Abby went to the hospital, they could not disclose the information just because she asked for it. The hospital and/or Abby would have no way to prove that the donor match is an actual blood-relative family member. So unless they prove it, she would not be able to access the medical file. Since hospitals can only give out that information if the patient or donor is a family member or relative. HIPAA laws exist for a reason.
