For this art I've got a few comments, so we'll keep the images down here instead of the 'gallery mode' (or whatever you'd call the other option)

First sketch:A first draft that I made based on some rough references and descriptions.

Revised sketch:Most other art/previous commissions stuck to a more sturdy fabric, but the commissioner gave feedback, that it's actually supposed to be multi-layered and a very soft fabric (like chiffon). So the sketch got a major revision, including their bodies. Unfortunately I didn't get a very clean version of this step post-completion (I must have somewhat scaled the base/beige part).

Linework:I usually only have one linework layer if there is no background and I color it in. The robe is on a separte layer here though, so it's easier to color everything in (as the fabric is semi-transparent the body linework would remain visible).

Base colors:Please ignore any typos, I type very quickly just to identify the different layers lmao. You can see the different color layers below.Usually I have a base and every part of a person (like hair) is on a new layer clipped to the base. To add some color touches, layers are put in alpha mode (checkered background).

To make things easy for the transparent fabric, I put the 'skin that is visible through the fabric' as a separate layer ("gown skin"). It's a normal layer with regular skin color, simply reduced in transparency.

I applied a mask to the skin layer and adjusted visibility on certain areas (e.g. less visible in the elbow area):

 Colored Linework:

Added a few details on a normal layer, added some glow/bloom on another color dodge layer. Then final subtle color adjustment (via gradient map) - et voilà:

Ok, but seeing all your layers is actually so eye opening 🤩 Do you do light cell shading on your base layer and then add additional shading with your mask layers?

It's always helpful to see them! If desired I can also upload the procreate files (thought not commissioned art). I use masks very rarely actually. Usually when transparency is involved. Usually I have one base layer for a whole segment (like one person) and will add more base colors as new clipped layers (e.g. hair). I tend to color in linework first before I do anything with the coloration and I will pick darker colors from the linework (or if not fitting, just adjust the base color) and directly draw shadows onto the base layer. That's why I tend to not have a screenshot of 'true base colors' (no adjustent or shadows), because it's all on one layer and I just.. forget to save the step for a process post, unfortunately. I don't like to have many layers so I tend to think strategically before I start a coloration. Sometimes even linework is placed on more layers strategically like in this commission piece.
