I think it was a bold but understandable decision to have Toph be an absentee parent. She wanted to avoid the cycle of abuse she suffered from her parents by being overbearing. Toph wanted her kids to be free but it backfired. Also, when Toph says "I'm the Chief of Police. I can't have a daughter in jail," it can be taken two ways. 1. She worries that Suyin could be targeted because of her family ties. 2. She is so absorbed in her political ambitions that it would be an embarrassment for her administration.
