As soon as Tifa finishes her last sentence, she lowers her foot again, stepping forward with it, allowing Cloud to lower his head, like she is giving him a silent order to lick her boot.
Then, due to Cloud's whole body being very hurt, he slowly lays down at Tifa's feet, his face positioned right above the tip of her left foot. She smiles as she looks down at him, finally surrending and taking his place as her boot licker.

-Tifa: That's right, soldier boy. Never forget this is exactly where you belong. Because if you do...

Tifa then slams the tip of Cloud's sword on the ground near his head, making him flinch in fear.

-Tifa: I won't be as gentle as I was here if I have to remind you myself. Understood?
-Cloud: Y-yes...I understand..
-Tifa: Good! Put that tongue to work then. Like I said before, my boots are pretty dirty for walking around the dirty floor of the community.

Cloud then slowly lowers his head and put his tongue out, stopping just a few inches away from the tip of Tifa's boot. Even after all he had suffered in that arena, he still hesitates for a second. But the memories of that same suffering, and the fact that Tifa can do much worse than him, reminds him that he has no choice but to obey. Lick her boots, in front of all the crowd watching them. In front of the whole world watching that "fight" live through their devices.
Cloud then gives Tifa's boot the first lick, the dirt on his tongue making him feel like the most pathetic human being that ever existed. Meanwhile, Tifa smiles, completely satisfied about the dominant feeling of completely dominating Cloud in front of everyone, making him submit to her to the point of licking her boots here and now. After Cloud licks it for the first time, the whole crowd explodes, screaming for Tifa, whistling and shouting her name. 

-Tifa: Now that's my good boy. But that was just the first lick of many.
-Cloud: Y-es, Tifa...
-Tifa: Keep going then. I will tell you when it's enough, so you can start working on the other one.

Cloud then starts licking more consistently as Tifa supports herself on his sword and poses with her hand behind her head to her fans, that keep screaming and cheering for her at the sight of how she tamed a 1st class soldier, with little to no effort.

-Tifa: Oh, and don't forget, Soldier boy. You lost our little bet.
