It doesn't seem to be all that difficult to remove the need for a password from a pdf. I don't mind that you are trying to protect your work, but I could still see a dishonest patron leaking this. I wish i had a better idea, but nothing seems like a perfect solution to me. I hope people here will try to be good, then this could be a proper solution.

I'd much rather not even bother with the password protection, would much rather focus on building the issue tracking system, gonna take a few more back end systems before thats in place.

I will admit that I don't know anything about tracking pdfs, or whatever you may end up doing, but I could always message you if I am aware of a work around. You probably know more than me about this stuff anyways. I hope your issue tracking system works out. That would be one less thing to distract you with.
