Just an idea- maybe Arthur thinking about Seth and Mayla? Seth seemed pretty confused and irked in the last chapter, and Arthur did seem like he intended to talk to them again.

Ok. I'm gonna make a big guess and say the core is finally handed over along with the message and those are Arthur's thoughts. Or....OR (going out on a limb here) it's Nico's thoughts about Melzri and Viessa. Ok, never mind. No that I think about it, it's more plausible for it to be Cecilia's thoughts about the two Scythes.
