Based on her surprise, was “Not” the message from the gods? What could that possibly be a response to? Nothing she said was positive/negative declarative. And how much longer can she stay down here? I imagine the other girls at the surface are awaiting her return. Also, what happened to page 21 of this series?

I think that is a response when she in the previous page said “give me pain, give me suffering”. This could mean that the gods don’t want to give her that perhaps🤔

Perhaps lack of oxygen can make you hallucinate. But at the same time we have seen gods in this universe. So could be either case

I don’t think she, or anyone else, is going to be punished for bringing a boy down. We’ve seen that the “gods” can beckon someone, during the dive, literally silent drowning them, and who did they choose? Not Tomo, that’s for sure. It’s an archaic rule, and I think this series was made to put it to bed for good. That way Tomo can have more of an impact on the story going forward.

I think 'Not' is just the first word of the Divine Oracle. There might be a reversal later.
