Imperial IPA does indeed come from the concept of imperialism. IIRC in the colonial days, beers were ofc shipped on ships. Imperial refers to beers that sit in casks or bottles for an extended period of time, mimicking colonial shipping times (6+ weeks), aka from the periphery of the empire to the metropole. I think they were also prepared differently to accomodate those shipping times, essentially completing their fermation in transit. Theyre often stronger ABV and sweeter because of the extended fermentation times.
