Now, I have gone from one toon to another, trying to set up one or two hotbars to be identical in function (mounts, hitting combat button, run icon, and other non-specific icons). So you are saying that this would allow me to just do everything on one toon, and then "clone" those bars to every other toon?

The new cross-user feature is a way to swap another character's icon bar settings into the current character, just for this session. If you want to duplicate hotkeys, icon bars or other customizations permanently between characters you can use the utility for that. Check out the Icon Bar tutorial video, and we also have some daily tips about "cloning" settings between characters.
