My image of Veldora pacified is him lounging back on the couch with a pile of manga with some plates of pudding topping the manga stacks.

With Veldora fully concealing his aura and now being in a humanoid form, it would be near impossible for people to recognize him. Even if Litus did physically see him, she wouldn't know lol it would take someone who is either already familiar with Veldora or with a very high level of skill to know it was him Hinata is fixated on the merchants because the one who gave her info and used her to attack Rimuru claimed to be a merchant from the East. On Rimuru's side, we know the one who instigated Falmuth was also a merchant from the East by making the king worry that Tempest would become the new center of goods. We also know Leon's informant claims to be a merchant from the East from his S2 meeting with Guy. Quite a lot of coincidences. We saw last week that Rimuru ordered the investigation of all merchants that had to do with Clayman and Falmuth and here we see Hinata wants more info on them as well so both sides are closing in on who we believe to be the true mastermind or someone connected to them. Wellllll Rimuru is purposefully instigating a civil war in a human nation with the goal of completely overthrowing the current ruling class and establishing a new ruler that will be friendly with Tempest.... from an outsider point of view, this would be seen as a very evil plan lmao and the Ten Great Saints know this so it would not be accurate to say Rimuru isn't doing anything
