Elmesia knows who Diablo really is. And she can tell the power he has now after incarnating and being given a name. She knows he is a legitimate threat to realistically everyone except True Dragons and ancient Demon Lords. Her shocked reaction is because Rimuru claimed to be capable of stopping such a being. Remember, Rimuru JUST became a Demon Lord a few months ago, it would be shocking for anyone in his position to claim to stand a chance against Diablo lol I absolutely love the midnight conference between Rimuru, Gazel and Elmesia. It is basically just a stage for Elmesia to flex on. She flexes her experience and prowess as a ruler dissecting the enemies plan for us, she flexes her wealth just casually carrying around 1000 gold coins, and she flexes her power with a Hero Haki that is far stronger than Galzel's. Not only that, but she identifies who Diablo really is and pressures Rimuru about him. We had already been introduced to Elmesia previously, but in this scene we see her for who she truly is! Elmesia is in a room with an incredibly powerful Demon Lord (within his own domain) and the Hero King of the Dwarven Kingdom that has been a powerhouse for a millennia and yet SHE is the main character! In the novels, Rimuru internally comments that even Gazel, who has Hero Haki of his own, was no match for Elmesia's Haki. She is a league above the Hero King. After he appoints Gobta to the Elite Four, Rimuru thinks to himself that Gobta is perfect for the role because if he loses a fight they could simply say "Kukuku this is the disgrace of the Elite Four, the weakest" as an excuse and then have the real members (Benimaru, Shion, and Diablo) show their strength LMAO poor Gobta but I can't say it is inaccurate
