It doesn’t say in the anime. But in the LN, it is clearly conveyed that the reason for Souma not “touching” his wives is because of the status of the healthcare. Losing a mother, baby, or both in childbirth is still a VERY real risk; and he isn’t willing to risk it with any of them. He’s pushing for medical reforms as hard/fast as possible, so that one night of “bonding” doesn’t lead to losing one of his ladies.
