As mentioned above - "money for her family" = the part of her wages being sent to her kidnappers. So by "charging her family" for the broken vase - the kidnappers get a bill.

That's assuming they still have the pole, there are also cases, e.g. afaik in China, where Eunuchs loose the pole too, so they can't go fishing.
