So it was brought up to me that some stories keep getting voted on endlessly (which is true), leaving other good stories unvoted and untouched for a very long time. Often, this leads to stories being forgotten. 

The proposal, as it came to me, asked for a cooldown on how many times in a row a story can be updated.
