Apparently, it's actually Aniplex's fault in the USA for this scheduling, but the novels ain't even finished, so it's probably why a yearly episodes.

Likely speculation: A 25-episode season, split into multiple cours, is the most common guess?

Now this episode was the calm before the storm. I wouldn't have minded if this episode was an hour long too. Oh well, I'm gonna read the Manga then.

09:08 according to light novel these guys are a group of mages that trying to take the right of Master from Flat by killing him and form a new contract with the servant, at first they're very careful about the servant but they all easily slapped by Flat alone without Jack helping him, normally in this situation most mages will just killed these guys but Flat spare them due to what Waver always teach him about life and stuff make him decide to just capture them and put on some spell so he can leave without trouble, Jack seeing this making him interested about Waver as well and want to meet him. But i guess it doesn't that important so anime just skipped this part, just like what they did with Enkidu's past and the moment when Tsubaki(the little girl) summoned the black smoke thingy which Tsubaki calling it Mr. Black(Kuro-san) there are a lot of scene that they skipped to not make the episode too long if they were going to put all of that to make them fit in the episode 0 i guess i'll be over an hour long episode or something like that. But the thing is we will know a little bit more about the black thing because in both manga and light novel giving more idea about what is this thing, if you curious i can give a brief sentence from the light novel about this black thing if you want.
