Anti-skill, is the Armed detective force Adult version of judgment that you must actually of legal age of 22-years-old to legitimately join, & they use actual lethal force, that's including full-automatic firearms,

So, I don't believe the anime ever fully explains Kuroko's ability. As the Index anime likes to cut out any internal dialogue and power explanations, so I believe this is also skipped if I remember correctly. So I will explain it to you. Kuroko's ability is 'Teleport' and it allows her to teleport herself or anything she physically touches into a set distance away from herself. This allows her to directly teleport objects inside designated targets, which is why she uses those little darts as a weapon. She can teleport any object into other objects(as seen in episode 9) , or even people into objects (if she truly decided to kill someone). As such, it’s very dangerous for her to teleport into an area she can’t see, but if she’s already completely memorized the layout of a structure, there is almost no danger anymore. There is a slight danger still which is why she normally teleports a bit above the ground, in case there was an object on the ground at the time. Normally, completely memorizing the position of all objects, furniture, and the whole layout of any building/structure would be impossible. However, High-Level espers brains are often compared to super-computers, meaning these types of espers can easily memorize and learn new skills. Even low-level espers have been shown to have enhanced intelligence and memorization than normal people. For example, Uiharu’s incredible (borderline magical) hacking abilities. For a further explanation on Kuroko’s powers, she teleports by co-ordinates and calculates using the 11-dimensional space. Which is a theoretical construct in physics, otherwise known as M-Theory, that proposes that the universe consists of 10 spatial dimensions and 1 time dimension. Due to how complicated it is to calculate within the 11-Dimensions, there are very few Teleporters within Academy City, as opposed to more common abilities like Electromagnetism. However, due to how complicated it is to teleport objects she is limited to a range of around 81.5 meters. There is technically a weight limit of 130.7 kilograms, but this has been contradicted within the Railgun Story multiple times, so it should be taken with a grain of salt. If she is completely distracted or in a large amount of pain, this can mess with her concentration, and thus she won’t be able to perform the calculations required for teleporting.
