If you know what "notes" is (a very, very old Nasu novel), you can more or less understand what is happening to this timeline. Also, it seems you are confused so I will try to explain (THIS ISN'T A SPOILER AT THIS POINT THE ANIME JUST DID A VERY, VERY BAD JOB EXPLAINING IT.) In the Illya timeline (not this one, they are now in the Miyu timeline) Chloe is the "Illya" that Kiritsugu decided to save by sealing her powers as a holy grail and making a new "Illya" personality (which is why despite theorically Illya should be 18, she is like 11 or something), to understand the timeline would be like this (it was told last season when chloe appeared but horribly told by the anime...) Kiritsugu and Irisviel decided to betray the Einzbern and to kill them all and take Illya and Iri with him (father of the year I'm telling you! if only in fate/zero...), he and Iri went then to destroy everything about the holy grail war (which is why he never is in the house, he is "working" in erasing everything about them so his family can live easily and to stop any ideas for holy grail wars in that timeline.) So that was what Chloe was saying, in this timeline (Illya timeline) Kiritsugu decided to save the few (his family) instead of the many (going into the 4th holy grail war and supposedly saving the world, which we know by fate/zero that... well, you know). Also remember that the holy grail of the 4th holy war (and fifth holy grail war for what matters) the holy grail was corrupted because of our good boy angry mango that transformed it into a monkey paw (?) theoretically it should have give Kiritsugu the option of the 3rd magic and not that damn "what you wish can only be something you imagine" bullshit. hope it helps! 😁
