Absolutely watch the Railgun S filler. Super fun stuff and satisfying as an addendum to the Sisters arc.

watch railgun's 2nd arc but only after you've watched index episode 20 since there is a spoiler for index ep 20 toward the end of the arc. Likewise after watching index episode 21-24 you can watch all of accelerator if you so choose. since its set in between index season 1 and 2. A good watch order would look something like this: Index season 1 episode 10-20 railgun S episode 17-24 Index season 1 episode 21-24 Accelerator episode 1-12 Index season 2 episode 1-7 index Endymion Movie Index season 2 episode 8-13 Railgun T episode 1-15 Index season 2 episode 14-24 Railgun T episode 16-17 Index season 3 episode 1-3 Railgun T episode 18-20 Index season 3 episode 4-6 Railgun T episode 21-25 Railgun Season 3 episode 7-26 edit: slightly adjusted where i made mistake

The vending machine scene is comical in Index because without context it is a silly scene. In Railgun S it is a more serious moment where Misaka is able to relax for a bit while the audience is weighed down by the dramatic tension of knowing that things are far from over, making it a much more bittersweet event. The wiggle dance is just a thing that the animation studio for Index often did in their anime. Same with the Sisters' dead eyes and some other weird/intense expressions. I wouldn't take it seriously. The Sisters arc in Index is more of a thriller, especially in the anime, while Railgun is far more character-oriented. One interesting aspect to that is that in Railgun we ride through the highs, lows, and deep hadal depths of Mikoto's emotions, but in Index we hardly know her as a character, and it's almost entirely bad. As such, cute as she might be she appears in an almost sinister manner, and the scenes with the Sister and her psychotic foe further amp up the mystery.
