One thing to remember of Komoe's speech is that esper manipulate reality via their own vision of the world and depending on their belief . They impose them on the real world. All this means that no esper have exactly the same power cause they have all different mindset/personality.

The most unrealistic thing about this episode is that the cat didn't gtfo as soon as sparks started flying. Anyway, one last mystery vs action thriller comparison. You pointed it out yourself: Touma in Railgun looks like he's already put everything together and has a plan, but in Index he's still confused and doesn't even know why he's stopping Misaka from ending things her way. That's because in Index, the viewer is only just now putting the pieces together themselves. Touma can't be too on the ball or it makes it difficult for the audience to follow. The episode ends on a desperate cliffhanger - all seems lost, and Touma's consciousness fades as he searches for an answer... Tune in next week! In Railgun however, the viewer already has gotten all the information over the past twelve episodes, so it's important for Touma to appear caught up as well. Instead the conflict between him and Misaka is a purely emotional one. Misaka has been growing more and more desperate and is so caught up in solving things herself that she has shut out all her friends and is even threatening to kill Touma rather than listen to what he has to say. It is a dramatic moment of growth for Misaka as she finally lets loose her bottled up feelings (and electrical charge). Thanks to Touma calling out her conceit, she finally accepts that it's okay to ask for help and her friends are there to support her. A lesson she ought to have learned at the climax of Railgun season 1, but oh well. She is a very obstinate girl. And now for the final episode. I'm looking forward to it. It's been so long since I've watched Index I do not remember if things go exactly the same way as in Railgun, or if thematic differences will continue to paint the same events in a different light?

To simplify Komoe's description of espers, espers are all minor reality warpers
