I am an anime-only, but from the Aeon of Horus content I've checked out, and using context clues, I say that HAS to be someone who controls destinies, realities, the subconscious of other people, gender-switching, wet dreams, and bowel movements. I can't think of a facet of life that, in Toaru, someone, somewhere, somewhen, can't magic/brain.

21:20 I really think he is getting this wrong. Accelerator has zero knowledge or exposure to the world of magic, so he is looking for an esper's reality for why what's happening in front of him is possible. Makes sense, since his entire life revolves around the science and biological eccentricities of the human experience.
