Greatly enjoy your X-Files reactions (the only reason I signed up for). Also fantastic analysis, putting all the pieces together, like I said in another comment of mine you pay lots of attention. Some people (although I think it's the minority) believe that the episode wants viewers to think that "they" are actually sending these messages to devices like a calculator, a watch, a microwave, et cetera, based on Mulder's theory that the messages are sent on purpose. However, my interpretation is the same as yours, and as I believe that of most fans. The substance makes their phobias increase, and they see these messages on digital devices, meaning it's purely in their head. An interesting question is why digital devices, but at this point it's a topic that could go on into a deeper discussion. I'd theorize that because digital devices are expected to "change" what is being displayed, in other words their text/numbers are "fluid", that's why it's probably that they are the easiest for the brain to be seen that way. For example, if you ever heard about lucid dreaming, text on digital devices in dreams is fluid, meaning if you look twice at a digital clock, it will change, or it will even be gibberish. What I found most interesting about the episode is that you interpreted the ending of it the same way I did. Mulder was sprayed but did not see anything until the end. Why? Because his fear in this episode is precisely that, that "they" are performing an experiment... so that's exactly what he sees as confirmation at the end on his cellular phone.
