Brimstone (Brick Mojo)Comprehensive enhancement with flight, fire projection, laser vision, and super-intelligence
Blitzkrieg (Boomer Mojo)Comprehensive enhancement with flight, electricity projection, laser vision, and sound projection
Breakneck (Butch Mojo)Comprehensive enhancement with flight, energy projection, and laser vision
Operational Notes:
A-tier assets typically deployed for continental threats or global crises
Majority function as independent operators with GDA coordination
Historical emergency deployment frequency: 50-60 per year
Many demonstrate significant force multiplier effect when deployed together
B-TIER: "CITY-SAVER"
Strategic Value: Regional protection, major threat containment Deployment Protocol: Regional Director authorization required
Defining Characteristics:
Power sufficient to neutralize threats to major urban centers
Typically exceed conventional military response capabilities
Demonstrate significant enhancement in multiple power categories
Often possess specialized abilities effective against particular threat types
Current Assets:
Black Samson (Markus Grimshaw) - Enhanced strength with bioelectric projection
Aquarus - Atlantean physiology with hydrokinetic abilities
Martian Man (K'lad) - Martian metamorph with multiple specialized capabilities
Green Ghost II (Alana Myles) - Phase-shifting with intangibility projection
Super-Patriot (John Q. Armstrong) - Enhanced physiology with cybernetic weaponry
Savage Dragon - Regenerative physiology with extreme strength and durability
Smasher (Jennifer Dragon)Enhanced pysiology with great strength and durability
Atom Eve (Samantha Wilkins) - Matter manipulation with energy construct creation
The Unstoppable Hunk (David Danner) - Strength/durability increases overtime based on how long a fight continues
Operational Notes:
B-tier assets represent primary response for major metahuman incidents
Often serve as team leaders or solo operators in regional contexts
Historical deployment frequency: 120-160 per year
Many demonstrate complementary capabilities when deployed in coordinated teams
C-TIER: "GENERAL DEFENSE"
Strategic Value: Tactical response, specialized operations Deployment Protocol: Operational Commander authorization
Defining Characteristics:
Power sufficient for effective response to localized meta threats
Typically require coordination for maximum effectiveness
Often demonstrate specialized capabilities with tactical applications
May possess leadership or coordination enhancement factors
Current Assets:
Robot - Technological enhancement with tactical coordination
Commander Capitalism (Phil Clark) - Enhanced physiology with military training
Bolt (Bruce Bluestone) - Enhanced physiology with flight
Liberty (Liberty Farrell) - Flight with moderate strength enhancement
Justice (Justice Farrell) - Enhanced strength with limited invulnerability
Throwbolt (Gina Rankin) - Electrical projection with enhanced durability
Operational Notes:
C-tier assets typically deployed in coordinated teams or specialized operations
Often serve critical support roles for higher-tier assets
Historical deployment frequency: 240-360 per year
Effectiveness often exceeds classification when properly coordinated
D-TIER: "URBAN CONTAINMENT"
Strategic Value: Localized incident response, specialized applications Deployment Protocol: Field Commander authorization
Defining Characteristics:
Power sufficient for containment of minor meta threats
Typically demonstrate specialized capabilities with limited scope
Often possess tactical advantages rather than raw power
May show potential for classification advancement with training/experience
Current Assets:
Rex Splode (Rex Sloan) - Molecular acceleration with enhanced physiology (Class C- but operates at lower than potential due to no longer running solo ops)
Man Kong - Ape-human hybrid with proportional strength
Pangea - Limited geokinetic ability with enhanced durability
Demi-God - Divine enhancement with specialized weaponry
Operational Notes:
D-tier assets typically deployed for street-level metahuman incidents
Often operate in extended teams or with tactical support
Historical deployment frequency: 400-600 per year
Many demonstrate significant improvement through experience and training
E-TIER: "ENHANCED OPERATIVES"
Strategic Value: Specialized applications, support operations Deployment Protocol: Squad Leader authorization
Defining Characteristics:
Enhancement beyond human baseline but limited in scope or scale
Typically demonstrate specialized capabilities with specific applications
Often rely on equipment, training, or tactical advantage rather than raw power
May possess force multiplier capabilities for team operations
Current Assets:
Shrinking Rae (Rachel Mins) - Size manipulation with specialized applications
Darkwing I (Dorian Wayans) - Peak human with specialized equipment
Business Baby (Tim Templeton)- Enhanced adult who was reverted to the age of an infant but retained intelligence
Dupli-Kate (Kate Cha) - Self-duplication with tactical applications
Operational Notes:
E-tier assets typically deployed for specialized operations or support roles
Often demonstrate effectiveness disproportionate to power classification
Historical deployment frequency: 1000-2000 per year
Value often derives from specialized application rather than general response
PROVISIONAL CLASSIFICATIONS
The following individuals have demonstrated capabilities warranting classification but have insufficient operational history for definitive assessment:
Markus Grayson (Code Name Pending) - Provisional A-tier, projected S-tier potential
Bulletproof (Zandale Randolph) - Provisional B-tier with variable upper limit
Firebreather (Duncan Xerxes Absalom Wu Fan Cassius Draco Draconus Quetzelcoatl Gondwana Mjarl Khan Belloc-Rosenblatt Jr)- Provisional C-tier, powers still developing
These classifications will be updated as additional field data becomes available.
DEPLOYMENT CONSIDERATIONS
Threat Scaling: Deployment authorization should match or exceed threat classification
Team Composition: Mixed-tier teams often demonstrate enhanced effectiveness
Specialized Application: Lower-tier assets may be preferential for certain threat types
Regional Coverage: Maintain distribution to ensure response capabilities across all sectors
Burnout Prevention: Rotate deployment when possible to prevent operational fatigue
