John typically does a controlled pair, two controlled shots to the chest, or a failure to stop, two to the chest and one to the head. A failure to stop is sometimes necessary to stop an assailant. Maybe they are under the influence of some sort of narcotic, or they are wearing body armor. It's to make sure the dude is stopped.
