Daima for me is just cozy and fun and i dont take it too seriously. That's the reason why i like it and SSJ4 is like one of my favorite parts from GT so that is a huge bonus for me as a fan lmao

So Dende was aware of everything that was going on around him. Remember at the beginning when Baby Trunks and Goten were speaking telepathically to each other? They and the whole cast were just kidified. They didn't revert into kids, they were shapeshifted into younger forms. Same mind, experiences and knowledge, just reverted to child size. So Dende knew what was going on but because he was a baby only baby responses showed externally. Vegeta is capable of going SS3 but there's no point for him. 1, Goku pretty much mastered it by the time of the Kid Buu fight so being so behind Vegeta almost doesn't need to follow in Goku's footsteps there. 2) It's a form that severely drains ki, and Vegeta is a very ki blast focused fighter. It just doesn't match up with his style. That's why he has his arms crossed in the form. Does a lot of physical hits, then goes in for a strong Ki attack here in Daima. Vegeta (and Trunks did the same) they both decided to find their own paths deeper within SS2 to find more power that they could master. (This is just a guess but I think they both tapped into God Ki innately by trying to find more in SS2. Vegeta showed it with the "My Bulma" moment and Whis clocked it with a cut shot to him. Trunks from Super also trained with future Supreme Kai so it may be a genetic royalty thing for them.)

On SS4, I ultimately believe it's just showing us what's possible. SS4 is the path to Godhood for tailed Saiyans of U7 but Goku bonked his head as a kid and has never truly been Saiyan so he's gone on his own journey. Vegeta followed that and this is why SS4 isn't shown in Super, it isn't the pure U7 path intended for them as unique characters. Its a feeling thing (the same way Goku couldn't find the feeling for Ultra Instinct during the Broly movie) and Goku lost it after Nevah's spell wore off. Then he stupidly attributed it to his training being the thing that unlocked the form when talking to Vegeta. I'm truly of the belief that Broly will be the one to unlock SS4 in a natural way and the showing of it here is just foreshadowing. Especially when you remember Duu was right next to Goku when he first used it. With spiked hair. And green ki... Broly will be a righteous U7 Saiyan who overcomes the rage of being a Great Ape and will fully attain SS4 naturally. Not with a spell or ritual like Goku has. And not with jealous and pride like Vegeta has. Just pure raw Saiyan rage that needs to be controlled by a kind spirit. Ultimately, Daima is a love letter from Toriyama to us in my mind and it's a story he's always wanted to have included in the franchise, but he had to tweak bits of it so that it fits with the Super Canon and hints at what's to come down the line. DB is a very "actions speak louder than words" series with it's storytelling so overall I think Toriyama wanted to tell us "get there are some dots you have to connect before this point and after this point, so let me tell a story here for them that's a wholesome bridge to what this franchise was and what it's become."

There most people, i included. Who believe ssj4 is never brought up in super cause it still be overshadowed by all the god transformations which are stronger.

as for cannon, i think bits and pieces and lore are cannon to the overall story of DragonBall. and the ssj4 transformation may get revisited in the future by other saiyans during super era. For the most part i took Daima as expanding the lore of Dragon Ball and getting entertaining fights nothing serious.

As an explanation of the SSJ4 power its liveration the power of the ozaru (we know that ozaru its a x10 of base power multiplier) and the power of the SSJ (a x50 multiplier) so its like an ozaru turning SSJ but the transformation in ozaru its fully controled and the SSJ4 is the result of that. But its significatly better than SSJ3 because SSJ3 its more energy than the body can handle so its drain a lot of stamina, this does not happen with SSJ4 because its also in top of more ki and power is also a phyisical transformation and goku's body becomes stronger thanks the properties of the ozaru body, as result his body can contain all the energy and does not drain too much energy as SSJ3. So to put it simple its a perfect transformation and SSJ3 its inperfect

New Dragon Ball content is in a weird spot right now because there's a rights dispute preventing the manga from being adapted to anime, which is the sole issue preventing DBS Season 2 from being made.
