What this episode tells us: One for All, and All for One were supposed to be one singular Omega Quirk. But because Yoichi and AfO were twins, the quirk got split and Yoichi's piece of it stayed defunct because hes always been malnourished, while eventually AfO was able to unlock the full quirk so he could take and give powers. AfO gave Yoichi a stacking Quirk that would make him get stronger more easily, like he would never getting weaker and always be able to build new strength on top of the old. But because the powers were originally one in the same, AfO didn't recognize that Yoichi had the power to pass on quirks because it's the same quirk, his couldn't recognize a weaker version of itself. So Yoichi's original defunct quirk combined with the stacking one and made it so he can pass on quirks and strength, this is what One For All has become through the whole history we're seeing. So Kudo and Bakugo. Essentially, Midoriya and Bakugo fulfilled Yoichi's wish for AfO to be good. Bakugo has always been Midoriya's bully older brother like AfO was to Yoichi so Bakugo has become the hero to Midoriya the same way Kudo became the hero to Yoichi. But Midoriya is also Bakugo's hero and this resonance through OfA and AfO has essentially made Bakugo mantle Kudo being the second OfA user. Through external means, they've harmonized their quirks and wishes and it metaphysically makes their powers connect. This is the mental space we often see in Midoriya, AfO and Shigaraki through the original AfOOfA quirk that's been "twisted" in two different ways by two different idealogies. This is why Nighteye could never get an accurate read on the future around Midoriya. The same quirk that could kill everyone (from OfA) could also be the one that saves everyone (from Midoriya.) All those people hoping and praying for All Might to survive on the TV served as the All and Bakugo became the One that could grab their hopes and become the hero Midoriya was calling out to through his Quirk. Bakugo also fulfilled Yoichi's long wish to have OfA be a good guy and as that's been passed down alongside the quirk, it's even grown stronger too. To the point that his wishes to be the One for All transcend reality and instead of him having the ability to take everyone's quirks, he has the ability to harmonize with everyone's quirks. The light and energy we see coming from random characters often is the quirk DNA inside nearly everyone harmonizing with Yoichi, and in All Mights case to be saved, Midoriya's wish brought everyone's hopes to the forefront and Bakugo was there to pick it up. That's why AfO sees so much Kudo in him. He may be a distant relative, doesn't really matter though. The harmonization and mantling through these two God quirks are what makes them family regardless of blood and AfO feels that on a deep quirk DNA level since the quirks will always be two sides of the same coin no matter how much they are twisted to good or to evil. The reason quirks rapidly evolve is due to them harmonizing with AfO or OfA. That's why all the bad guys' quirks evolved in the last season and why Bakugo's did here. When you want to be the One hero for All, you go beyond. When you want All the people to see you as the One villain, you go beyond as well. And when you harmonize your human DNA with your Quirk DNA, you end up having more personality in the ghostly form that exists inside the omni-quirk "One-for-All, All-for-One." Hawks, Stars and Stripes and the essentially still alive Nighteye that All Might talked to earlier on is another manifestation of this too.

You asked about the episode count, but I’m not sure if you actually wanted an answer so I’m saying spoiler for the episode count here just in case… The final season is only 12 episodes
