What I will add is that ichigo’s hesitation is added in the anime In the manga he joins immediately after meeting ginjo at the bar. The fullbringers all have different ideas on how to train Ichigo and giriko thinks he should be pushed and most agree that he went too far

How to describe Ichigo resistance to getting back his power? Hm... Imagine you lost your hand, and then spend a year, or more, trying to adjust to not having it. You'd go through the therapy, setting up your home in a way to accept the disability and you'd make the peace with the new reality. It's not that you want to be disabled, but it is now part of who you are. And then someone comes and offers you a highly experimental treatment for regenerating your arm. The treatment doesn't come from government or medical corporation but from a group of guys that are trying to stay under the radar, and it is not a guaranteed thing in the end either, they just say it is. After all that time learning to live with this new reality, after internalizing the missing hand is a part of you, you must revert all of that to admit to yourself than missing a hand actually kinda suck, and that yeah, even though you are not a lesser person without it, you still would be much more capable person with it. It's mentally really interesting and difficult process. If you want to see a real life phenomenon, look up people who were born or became deaf, but later their hearing could be restored with surgery or hearing aid. There are people who actually rejected it because of how strong the mental processes about disability and self perception are.

its also shown pretty well in the anime in the second ep of the arc where ichigo was talking with keigo on top of the school and was asking ichigo if he missed rukia (basically could also mean do you miss the soul reaper powers) and ichigo had already come to enjoy his regular lifestyle without the powers (keep in mind there was a year and a half timeskip where he didnt have any powers) so for Xcution to come out of nowhere and present him the offer of getting his powers back would for sure come to ichigo as a shock and become hesitant as he had already lived without them for so long

Fullbrings can have vastly different abilities. Chad's Fullbring can do one-hit-kill on enemies that are on the same or lower level but Ginjo's Fullbring is a sword and pretty boring by comparison. You will understand more as the story goes. Also the Xcution are very individualistic. Don't think of them as a team but rather a bunch of people with single connection and so everyone just does whatever they want, mostly. The mismatch of the conditions of the training is less to do with not caring if Ichigo lives and more to do with bad communication because of those individualistic impulses. You will understand more as the story goes too. I understand the frustration but it does make sense later on.

So like you said, Ginjo is not the leader so he's not really in charge of every decision regarding Ichigo's training. For the first step of the training Ririka's dollhouse powers were best, so she ran it. She got Giriko's help, but Giriko put those dangerous timers into play without telling Riruka. As for why they are putting Ichigo in danger, it's because like most powers in Bleach (and anime) it's easier to learn Fullbring when you are put into a corner. Fullbring is an instinctual power based on feelings of love or pride in certain things, you can't really learn a power like that through logic alone in some safe environment. Giriko probably thought that Riruka's training was too soft to actually awaken Ichigo's Fullbring. Every other time Ichigo had to so some serious training he had to be in danger previously, this is the same. I see why you are a bit confused about Fullbring powers, but yes Fullbring powers can basically do a wide range of things and are not limited by much. Bleach's power system is like that across the board though, Soul Reaper or Arrancar powers also don't really follow any strict rules in terms of what the special abilities can or can't be. Think about how different every single bankai ability in Bleach is, characters like Tosen, Aizen, or Shinji basically have a "domain expansion" as well. Lastly as for why Ichigo would hesitate to have them regain his powers, besides Chad these people are all complete strangers to him. They act a bit shady and approach him and offer him the one thing that he wants, it makes sense to be suspicious. He decided to work with them because he no longer has a choice since his loved ones are in danger, Ginjo earning a bit of trust, and the fact that Chad is part of the group. I do think it's a bit weird that Ichigo did not mention that one guy who has the book that he keeps seeing around him and his family to Ginjo, but that could also be him hesitating to trust them since he doesn't know them well. To Ichigo he probably just wants to focus on getting his powers back ASAP, cause then he can deal with anything he needs to using his own power and protect everything himself.

The condition wasn't that Ichigo has to succeed in the 2nd set of 15 minutes it's that if anyone is removed from the box before the next 15 minutes is up they will all burn up. It's just so Chad can't take Ichigo out of the box. It's easier to think of fullbrings like stands, they're no joke. You're actually being really smart about how you're following this arc just be patient.
