nothing changes this patch for jgl

lee sin nerf is kinda big, probably gonna make him clear less healthy etc.

skarner up to a + i guesssss even tho his changes is mainly for lane, his E change is nice for ganks too.

on the picture skarner says A, but i just used last patch tier list cus no changes made.

green = easy | blue = easy | red = hard
