I thought I would organize them by reference work, but it would be a lot of work to go through and sort all of the nearly 60 pieces... How about a new rule that prohibits contestants from wearing the same costume as a character from the same production as the winning character for three to five months?

i dont think there is any change needed, this is just a popularity problem, some girls are just way more popular than others. even if we were to ban ZZZ or genshin, there would be no guarantee that another girl would win that usually gets like 5 votees to begin with.
