Kara Zor-El is not Powergirl, she's Supergirl. Powergirl is Kara Zor-L. There is a difference.

Depends, Post Rebirth Powergirl is trapped between dimensions, it's not really clear if she's Earth-2 or Earth-Two Kara. Apparently there is a difference. It hasn't been established which version exists after Rebirth, so both our arguments could be moot.
