I live in the US, and my garage door seals good by default. I guess your builder just couldn't do a better job, or you bought the wrong door. My door is the same style as yours, just wider for a two car garage. It faces west, or weather side here in Chicago and I never get water or snow in the garage. ( But I do have lot of snow in front of it, so I have to dig myself out first ).
