It's got 14 episodes including two OVAs one of them is called "Carnival Phantasm EX Season", the other "Carnival Phantasm: HibiChika Special". The OVAs are both 20 minutes long though. There's also an "Illya's castle special" which is about 8 minutes long.

The original comics were mid 2000s, the show came out in 2011!

The episodes came out in batches a few months apart which hence "Season 2" and why they would've had time for a poll.

Also I think your sources were mixing some things up. Carnival Phantasm adapts the Take-Moon manga, a comedy / parody anthology by Eri Takenashi, a Type Moon employee at the time. Fate Strange Fake is the series that began as a “fan-made” April fools joke. “Fan made” in quotes because the fan is Ryohgo Narita, a professional author and creator of novel series Baccano! and Durarara. That got made into an official series because Nasu (the guy who writes Fate) saw the April fools bit and liked it so much he worked with Narita to develop it into a full series.
