Insight  is not the type of leader who will sacrifice herself for the soldiers beneath her. She views them valuable assets to be taken care of and appreciated. But they are not worth taking a brain injury for. This doesn't make her a bad leader or unreasonable. She is selfish, but no more than a regular person. The Prisoner drives a wedge through his new captives to ensure their loyalty will be towards him and not each other.
