Franky is definitly not stronger than the monster trio. As Luffy and Nami sait it, Luffy and Zoro were nerfed by doubts and sadness on Water 7. On the other hand, Blueno took damages against Franky and Sanji because he's clearly the weakest member of the CP9. His door door fruit is a dope paramecia tho! Especially for a spy! One more little thing. CP9 is an organisation of the World Government. Lucci and the orthers are agents of the WG, they're not part of the marines. The marines work under the WG but WG agents aren't necessarily part of the marines. That's why some marines are not so fan of the WG (Smoker for example) ;)

You misunderstood something about Franky Robin can awaken an ancient weapon, Franky has the blueprints to recreate another copy of the weapon, they had explained the blueprints were done as a counterplan to fight back in case someone awakened the weapon and started using it. So with both, the government will have access to the existing ancient weapon AND be able to create a second one like it. Just Franky or Robin escaping means that they still have access to a weapon that powerful, so Franky meant it would be pointless if only one of them escapes if what they want is to prevent the goverment from having the weapon.
