Just so you know first episode of season 4 is filler, it's like an introduction to the season but not a bad one.

To be fair, Endeavour IS number one now, so this new guy is the closest to BECOMING number one but that doesn't mean he's already stronger than Endeavour who already IS number one

If I had to guess; the reason the show isn't talked about with the likes of things like Naruto and JJK is because of the fanbase. The fans of the show are very famously.... for lack of a better term here: mega-cringe. To the point that the presence of the fans online overshadows the series itself to such a degree that it actively turns people off because they go "yeah, I might like the show, but I don't want to be associated with those weirdos so I'm just not going to say or do anything." (No idea if that's actually the reason, but that's the first theory that comes into my head)

Mirio's quirk still doesn't have 'strength' behind it so he can't possibly be no. 1 ever. His offensive move is simply a punch so far. He built his body but that's not good enough against durable opponent. He somehow took down hardening dude here. Perhaps latter got surprise hit at spot he wasn't focused on.

His ability to propel himself from the ground is what gives him strength and speed. The deeper he goes the faster he gets propelled which is translated into strength

I think you're wrong here, Number 1 hero is also about who is the best hero, not who has the strongest raw power. Mirio saves people like All Might with a smile and is literally untouchable if he has no obstacles, don't count him out
