"This just turned into My Villain Academia!" The title of the show *literally* changing in the opening credits to "My Villain Academia" would agree with you XD I mean; considering Toga is probably 15 and Twice is probably 40: I would *REALLY* hope they aren't into each other in the same way Toga's into Midoriya lol. (Though talking seriously; Toga's help Twice out with his personality issues plenty of times already in the show, and this is the first time he's getting to pay her back. It's actually crazy how 'un-toxic' their friendship is hen you think about it. I get the joke you were making but; kinda fell flat my dude XD )

At this point of the story i had the theory that shigaraki was born quirkless, and that his quirk was given to him by all for one for this to happen. It didn’t make much sense to me that all for one just happened to come across shigaraki by coincidence right after this happened so i thought he find out about him way before and gave him this quirk. Maybe it was even dekus quirk, dont know if u remember but when deku visited the doctor who told him he is quirkless it was dr. garaki the right hand from all for one. And it was said that all for one was going through the country collecting quirks. And also in this episode it was mentioned that shigaraki got his quirk way later then normal kids what could also be a hint that he didn’t get it naturally.

He has to touch a single surface (which could be a person) with all 5 of his fingers (I believe the parts of the fingers where his fingerprints are) to activate his quirk. I imagine Re-destro was gripping his hand in such a way that not all 5 fingers where touching the surface Due to his evolution, he still needs to trigger the quirk the same way, but once it activates the disintegration spreads to other surfaces, which makes it much stronger, because he can just touch your hat and melt your whole head and anyone else that is touching you.

Maybe not all 5 fingers need to be touching now, but he seemed to only be able to slightly disintegrate him a tiny bit when he touched him with only 2 fingers, so he probably still needs all 5 to do it properly

Notice, however, that his powers were likely already awakened from before: He disintegrated the mom and grandparents by touching the floor, not them directly. When he repressed his trauma and memories, I imagine that may have also repressed his powers a bit.
