I’m sure the dude could tell them not to use haki the same way he not letting them use devil fruits. Also luffy was bleeding so I think law was using haki with collar on

Very late to the show, was kinda taking a break from the internet for a bit lol. But to answer without outright spoiling anything. I don't think simply having stronger haki is enough to cancel out a devil fruit effect altogether, there are some fruit effects that may affect you regardless of haki (otherwise Foxy's beams should not have worked on Luffy, which they met AFTER Blackbeard had said Luffy had very strong haki for his then 30million bounty, so he clearly had stronger haki than foxy) What Haki does let you do is touch a devil fruit user's "true" body, so logia turning into an element does not prevent damage. And it likely does interfere devil fruits affects on you to SOME extent, but it's probably not as simple as simply having stronger haki
