I think you now fully understand why Fujitora didn't take action against Doflamingo before this point. If he wanted to, he could've dealt with Doflamingo before the whole Bird Cage was set up, but that would give the government plausible deniability. By not intervening, and video broadcasting the direct aftermath of the Bird Cage, he backed the government into a corner.

Also, quick sidenote: I don't think the World Government can handle two Admirals leaving the Marines in a matter of months, so it'd be stupid for them to throw Fujitora out, even if his act of disobedience is certainly an annoyance to them.

The end of this arc is effective. Doffy's defeat is a bit silly in my opinion, BUT Gear 4 is cool, and Luffy didn't beat him in a straight one-on-one, so I'll let it slide. Fujitora is prepared to incur the wrath of his superiors. That said, the Navy has been in crisis since the Marineford War; Fujitora was just recruited, and guys that powerful willing to join the Navy don't exactly grow on trees. So, they won't fire him xD

The scene of Fujitora bowing down is one of my favorites from this arc.

Fujitora wanted to involve himself in Dressrosa as little as possible because if he did, it would've ruined his plan. His plan was to watch Doflamingo criminalize himself. If Fujitora would've stepped in, it would seem like he was aiding the warlord, which we know that he's against. That's why he was so hell-bent on capturing Law because Caesar was Doflamingo's greatest tool and he absolutely couldn't let that trade happen

One thing a lot of people forget to account for is the logistics in the one piece world. The one piece world is estimated to be bigger in size than Earth (just from geography shown in Alabasta and during Robin's Flashback), but even if it was the same size, planes and flying technology does not seem to exist in any mainstream manner, it's likely most people only have access to travel by sea. It took Luffy several days to travel to marineford, and that was ONLY using government exclusive shortcuts. Realisticly, it is entirely possible for someone like Sabo to start making their way to Marineford at the same time that Luffy found out about Ace (in Amazon Lily), and still be too late to get there in time. The real puzzle is how did Shanks get there so fast? He had been reported to have 'intercepted' Kaido in the NEW WORLD like a day before (I believe Kaido wanted to take part in the marineford war, and shanks stopped him) Then the next day he shows up in time to stop the war?? That's actually crazier to me than why Sabo didn't go, I figure that logistically, if Sabo was in the middle of ANY mission that was outside of the grandline like we sometimes see the Revs go, or places far away from Marineford, it would probably be very difficult to make it in time. Whitebeard had been preparing from the moment Ace was captured, which they would have found out earlier than most people, and they had actually been taking steps to start moving before the WG thought they were moving (leaving a small number of ships behind and having people destroy any scouts, while secretly coating their ships and travelling under water), so they only actually arrived in time because they had left earlier than anticipated. Luffy's group all left from Impel Down (and Amazon Lily before), and they made use of the Government shortcut every time. Blackbeard's group was already at marineford as a Shichibukai taking advantage of the rank, so he was already able to be there quickly. And the Marines we already there. So literally everyone involved in the war was only there because they were nearby of left really early undercover, except for Shanks.
