It makes sense why you think Zoan devil fruits are the weakest. They're usually the least flashy in terms of abilities since the users just turn into an animal instead of shooting energy beams or something. The main thing you need to know about Zoans is that they are usually the most strong tanky fighters. Zoan users like Rob Lucci and Jack can tank a lot of hits so really Haki is always the deciding factor. Oda also likes to give Zoans some crazy extra abilities tied with their animal espcially Mythical Zoans.

Ok, first as an aside, Japanese numbers can be weird for people that aren't used to them. We have, 10s, 100s, 1000s, Millions, Billions, etc. Their's have like a different progression, it doesn't neatly go up in thousand increments (i.e. add 3 zeros at the end and you get to the next number type a.k.a million, and so on), they add a different number of zeros before they get to their next number type (4 I think). So in the way we write "Billion", they have something like "Oku", but 1 Oku is 1,0000,0000 (100million for us), so they say 10 Oku ( = 1 billion) ---- Anyway, what I originally wanted to say, 1Billion bounty is no joke, Sanji and Zoro would not be strong enough after dressrosa to get a bounty that high, Luffy beating Doflamingo only got 500million. Even if we assume that his bounty is higher because he's very violent all the time, and Luffy's is lower because the Government didn't want to give him too much credit, and we tried to compensate them, they would probably meet in the middle at like 7-800million at this point, and Jack would likely be able to last longer in a fight against Luffy than Doflamingo did.

Sure zoans are a bit underwhelming in terms of abilities if you compare to some the crazy stuff out there from the logia and paramecia categories but zoans have the ancient types and the mythical types that are rarer than normal ones. Like ik we shit on marco a lot but his phoenix power is really strong. We also shouldnt sleep on other users like sengokus buddha who was literally the ex grand admiral aka highest rank in the marines below the elders. And rob lucci too from enies lobby and now he appears to be in cp0? dont underestimate the zoans. Chopper is peak too

Regular ones could lowkey be an nerf, Kaku with the giraffe fruit.. Or imagine like a sloth or even a parrot zoan.

Not gonna lie I kinda expcted a bigger reaction to Jack's bounty lol, it's the biggest one you've seen by far in the series up to this point, and the guy isn't even the captain of the crew! That is to show that yonko crews are absolutely on a whole another level in comparison to anything the Straw Hats have faced up to now in the series. And regarding Zoan devil fruits, well I used to think as you in the past too, but sooner or later you'll see how insanely broken Zoan fruits can be haha.
