I think it's fair to expect something as high as 1 billion, though most people didn't, but I'd like to think that realistically some of these bounties are actually very expensive for the Government to promise, Berries are a currency roughly equivalent to Japanese Yen (according to Oda), so 1Billion Berry bounty is around 6-7 million dollars. I would imagine that with the world's current stage of development compared to ours, commerce is probably not reached the point where there are countries as rich as USA with available wealth in the trillions, so Billion Berry bounties are probably what the government can reasonably afford at the high-end

Yeah, the battle with Doffy took a few hours, and the Dog and the Cat are able to fight someone with 1billion bounty so they likely are around Luffy (probably between Zoro and Luffy I would guess). That battle continued without rest for 5 days, that honestly makes me think Luffy would have found this fight harder than Doffy considering Gear 4 didn't last very long at that point.

I would like to add to the Zunesha explanation (although this is purely my speculation) that being so big, it's not impossible that his metabolism is also much slower than a regular elephant's, so maybe he eats once every couple of years.

I'm glad you still remember about the mysterious creatures we saw in Florian Triangle long ago, that still is one of my favorite One Piece mysteries to this day.
