I'm not sure about Aramaki, and Togusa only became a cyborg in Solid State Society.

Togusa and Aramaki both had Cyberbrains from the start. While Togusa explicitly had no prosthetics (Aramaki is implied to, but not the extent) they are both Cyborgs.

Yeah, at the very least they got HUDs and intraneural radios to talk to the team, that's enough to qualify as cyborg.
