We can just about guarantee a win against these half star missions, but we're not exactly increasing our firepower.-CF

I sense a grind is coming. A lengthy one.

Random Womble

Generally speaking: Gunnery = generally useful for any mech using any ranged weapons but lack of other extra bonus may make the skill less valuble than others - skill just gives more accuracy (assuming hit is accuracy not damage) with weapons each level. Piloting = good for brawlers that are likely to take a lot of punishment or close range mechs that get in a fist fight - skills give more melee hit chance and later on at different levels resistance to being hit (both by ranged and melee), resistance to stability damage (becoming unsteady then being knocked over) and a bonus to sprint distance. Guts = good for general pilot survival and high heat weapons - better heat management (threshold for overheating is set higher so can initially fire guns longer before overheating) & pilots can also take more injuries before being knocked out and if incapacitated by being knocked out or the mech blowing up they are less likely to die. Tactics = more important for long range non laser weapons - skill allows weapons with a minimum range such as LRMs and Autocannons to be used closer - no benefit to most lasers as the have no minimum range other than the PPC, also reduces penalties for indirect shots where you don't have line of sight (such as LRMs when behind a hill at a target another mech can see) and also bonus accuracy when doing a called shot - when choosing to shoot the CT for example instead of a 33% chance to hit the CT it might be around 60% or 90% depending on level. Also if you want to it is worth working out which ability combos you want as you can only have 2 tiers 1 ability and 1 tier 2 in the same skill branch as 1 of the tier 1s. However I suspect in classic CF fashion it will be a case of winging it a bit and taking whatever gets reached first by each character or takes your fancy at the time.
